The "locker" part historically referred to rented cold storage lockers where farmers stored processed meat before home freezers became common. Most modern locker plants still do custom processing (slaughter and butchering animals for their owners) and often also operate as retail butcher shops.

In rural counties, the local locker plant is often the only facility capable of processing cattle and hogs for farmers who want to sell direct. If the locker plant closes - as many have due to consolidation and USDA regulatory costs - local farmers lose their processing access entirely and cannot sell retail meat.
